Menu Language in Outlook 2003

Installed Office 2003 Professional in Vista with menus in Hebrew.  Using
Multilanguage Interface Pack switched menus to English.  This worked in Word,
Excell but Outlook was open at the time and menus were not changed.  
Unistalled & reinstalled Outlook but menus stayed in Hebrew.  In addition
Export/Import is grayed out and cannot use it.  
HELP!!!

Try starting Outlook once with the /resetfoldernames command switch.
