Outlook 2003 Install

I installed Office 2003 which includes Outlook.
Everything works fine except for Outlook.
It will not load. I have reinstalled it several times.
Error message says  CANNOT START MICROSOFT OFFICE. COULD NOT OPEN THE ITEM.
TRY AGAIN.
Any suggestions.

Start with a new mail profile.  See this:

Try configuring OL using the Mail applet in the control Panel
