Open Outlook attachments - Can't find specified file

When trying to open an email attachment, I receive the message "The specified
file cannot be found".  I suspect the folder to for temporarilay opening
files is not correctly identified in Outlook. The attachment can be saved and
then opened from the saved location, but not directly from Outlook. Where can
I specify the location of the temporary folder.  I'm ooptn to other ideas as
well.

Try clearing Outlook's secure temporary folder and see if the problem
persists:

Attachments remain in the Outlook Secure Temporary File folder when you exit
Outlook 2003
