I have had to reinstall Windows XP Professional.  I loaded office 2003 and
when I started Outlook I got the following message:
The add-in"C:/Program Files\Logitech\SetPoint\KEMMAPI.dll" could not be
installed or loaded.  This problem may be resolved by using Detect and Repair
on the help menu.
I have tried this and even uninstalled and reinstalled office but still get
the same message.  Any ideas anybody please?

By the looks of it you also have Logitech software installed. Update it,
remove it or disable its integration with Outlook.
To force it from within Outlook see;
