Configuring Outlook 2003

I am having real problems configuring Outlook 2003 (and I should not be having these problems).  I configured Outlook Express that comes with Windows XP Pro and it works fine with a POP mail account.  If I import these settings into Outlook 2003, I no longer am able to either send mail or pull down mail from the POP server.  I'm at a loss as to what the problem is

If I write a new message, it stays in the Outbox.  Messages that are on the POP server (I can see them there using my ISPs Web Mail facility) are not pulled into Outlook 2003

I'm sure I'm missing something simple, but I can't figure it out.

Recreate your mail profile in Control Panel-> Mail-> button Show Profiles...
Do not import the settings but configure it manually
