Can't open Outlook Express. Said "Unable to create Internet Acct..

I have NEVER been able to open Outlook Express. Message pops up that says,
Application was unable to create the Internet Account Manager, then another
pop-up says Could not start O.E. as MSOE.DLL could not be initialized. OE
may be installed incorrectly.
Greek to me. I'm a nurse, not a business person. Thanks, EDL in NC
