error in outlook2003 - can't open the msspc.ecf file and bombs ou.

I keep getting an error when opening outlook. It says the msspc.ecf file is
unreadable then bombs out, so I can't get to tools menu to sort out addins.
Appears to be the same as the outlook97 problem with schedule+ .

Fairly important as I can't access my email.

Any advice?

Thanks for the note, but I have already gone through all the options in that
article and it does not work. I can't access Outlook to go to the addins
manager, there are not the same options in 2003 as 97 so this no longer
valid, Any other thoughts?
