Why does my system have OE installed after an Office Pro 2003 install?

I'm sure this has been asked and ansered before, but I don't seem to
be able to come up with the right search combination.

We have installed MS Office Pro 2003, but I see Outlook Express tracks
all over the place.  How did they get there?  Can I remove (safely)
the OE stuff?

OE was installed by Windows. OL and OE share some files - so do not
uninstall it.

Ummm... *why* did Windows install OE?

For the same reason Windows also installs notepad, calculator, WordPad, and
other apps, a bunch of games, Internet Explorer, movie maker, media player,
windows messenger, msn browser...
