Outlook 2003 tries to run setup for every user

I'm try to run a large deployment of Outlook 2003, but I
have a problem in that Outlook 2003 appears from my
perspective to be installed, but when any other user logs
into a machine, Outlook goes through a setup process FOR
EVERY NEW USER LOGGING ONTO THE SYSTEM. And it can't be
completed if they have no admin rights. How do I stop this?

Use something like Outlook Profiler
