Error 623: The system could not find the phone book entry for thi.

I use Windows XP as my operating system and have recently updated from Office
2000 to Office 2003.  I can get online using my IE browser but I cannot get
on through Outlook 2003.  I keep getting this message:  "Error 623: The
system could not find the phone book entry for this connection."  What do I
need to do so I can go online through Outlook 2003?  Thank you for your
guidance.
