Outlook should empty Junk Email folder when closed.

When you close Outlook there is no reason that the Junk Email that has been
filtered into the Junk Email folder should be kept.

There should be an option to empty the Junk Email folder just like there is
an option to empty the deleted items folder.

That's silly. If you don't want Junk Mail filtered, select do not filter Junk
Mail in Junk Options. Set it to Permanently delete all Junk. You'll probably
lose valid emails that way. The Junk Mail folder is a safety net.
