In Outlook importing addresses

The Wizard window that opens under File, listing the various options the
Import option is not highlighted, and I can't import an address book.

I'm not 100% sure what you are asking.

If it is to import a personal address book into Outlook (2003) just go to
the file menu... select "Import and Export" from the menu. Then highlight
"Import from another program or file" and click on next.. then highlight
"Personal Address Book"  and click on next. Then select the destinations
folder.. e.g. the Contacts and follow the remaining instructions.
