When I click on a hyperlink embedded in an email message, instead of
launching/going to the website, I get a windows dialogue box looking for an
exe file.

I found the resolution.  Apparently, what's happened is that there isn't a
default browser configured.  The fix was too easy--all you need to do when
you get the dialobue box is located the executable file for whatever browser
you want to use.
Once you find and select the appropriate file, the issue is resolved.
