I am trying to deploy Office 2000 to multiple windows 2000 PC's using Group
policy.

I have been able to sucessfully Auto install all apps except Outlook which
manages to create a new Outlook profile but does not install any of the
Outlook information services.

I am using the Custom installation wizard with profile OPS file and have
also tried using the newprof.exe.

Has anyone else seen this issue?

The issue might be with the .prf file that you're running with Newprof.exe.

Don't use this method.
Use Outlook Profiler. Google for it.
