Cannot use Outlook!!

For the past 2 days I can open my outlook, view emails that are already there
but that it it.  When I select the send/receive button there is no response.
When I select New (email) I get the following error:
the messaging interface has returned an unknown error.  If the problem
persist, restart outlook.
I have restarted - I have also completing removing and re-installed Office
2003 with no luck.  Any sugestions?
