importing backup pst file problem

When importing a backup pst file into Outlook 2003 I get the message that

"the file is not compatible with this version of the Personal Folders
Information Service and to contact my administrator"

Can anyone help explain what is happening? I made the back up with Outlook
2003 on my exchange server but am importing it onto a standalone system
running Outlook 2002. Will upgrading to Outlook 2003 on my standalone fix the
problem or do I have to create the backup in a special way?

Clarify your post. First you said you are importing into Outlook 2003. Then
you said 2002. You can only do the former. For the latter you would first
have to create a PST file in "Outlook 97-2002" format.
