Outlook rollout and Reading pane customization

I read MS article
http://www.microsoft.com/office/ork/2003/three/ch10/OutE03.htm, and it states
that the reading pane in Outlook 2003 cannot be centrally administered.  Has
anyone found away around this, so that after deployement, all of my users
reading pain in split from top to bottom.

Yes.   You will want to download the "office resource tookkit" ORK.exe and
create MST files that will allow you to customize any point of the install
via on a server install point or local to machine.  It can also be done for
Word, Excel, etc.

Yes I have already used the ORK, however the reading pane cannot be set via
this process.
