Outlook 2002 hanging up`

When I try to open OL2002, it opens partially with a frame, buts its contents
are blank. I have to end it by going into the task manager and cancelling it.
I get no error messages. I tried deleting it and reinstalling it with my
Toshiba Pocket PC disc I used originally. No matter what, it will not open.
Any help would be appreciated!
