I have not been able to get my broken Out of Office assistant turned off, or
on.

Do you use Exchange Server? If not, you will not be able to use Out of
Office Assistant.

Check out the MS articles below; basically you need to rename the
"resiliency" key to *.old under
HKey_Current_User\Software\Microsoft\Office\11.0\Outlook:
