Relaying denied. IP name lookup failed

W2K/SP4 Outlook 2003 behind a D-link router.
When i send an email...immediately i get an email back from Sys Admin.
The following recipient(s) could not be reached:
     'xxxx@xxx.com' on 12/7/2004 7:58 PM
           550 5.7.1 <xxxx@xxx.com>... Relaying denied. IP name lookup
failed [x.x.x.x (Assigned public IP)]

I can access the internet, receive emails.

Any help will be appreciated.
