Error:  "The address list could not be displayed

Reformatted hard drive, reinstalled Outlook, copied old PST file to the
folder where the re-installed Outlook had begun creating its new PST folder,
replacing it.  Now, Outlook cannot look up names that are there in my
Contacts database when I click the "To" button in new emails.  Also, going to
the Tools menu option, the "File Locations" tab is de-activated.  How do I
get this part of Outlook to point to the right file?  Outlook already
recognizes it in displaying emails, contacts.

The rest of the error message follows...
The contacts folder associated with this address list could not be opened;
it may have been moved or deleted.."
