Outlook 03: Links within emails will not open

Hi,
When I try to follow a link in a newsletter or email, Outlook informs me of
the following: This operation has been canceled due to restrictions in effect
on this computer. Contact System admin..........  and on it goes. I'm at a
loss, becuase I don't recall changing anything. I have look and can't find it.
