can receive but can't send internet based email through outlook

I just set up a new email account/domain with a web based server, namely
godaddy.com. It is configured correctly and I can receive email but I cannot
send. After talking with their tech support and double checking everything
(web access works properly) they suggested the problem was with Outlook. I
have tried disabling the firewall. I have tried changing the port. I still
cannot send email. My error message states :Task'mail.dss-pa.org - Sending'
reported error (0x800CCC0D) :'Unable to find the e-mail server. Pleas verify
the server information in your account properties.'
I have done this...all is ok. Any suggestions?

You can't use Outlook for web mail. When you receive web mail, outlook is
acting as your browser. Use your browser instead.
