Unable to connect to Outlook Express

Can anyone help, I have recently had to re-configure my whole system as SP2
destroyed it, so I have now gone back to ME until I can reload XP Pro,
however while in ME I am unable to send recevie or do anything to do with
emails. When ever I click on the icon the follwoing message appears
"Outlook Express could not be started because MSOE.dll could not be loaded"

Can you help
