Switched to DSL. Get err msg "550 - Address rejected" reply or fwr

After swiching to DSL I can not reply or forward on incoming email messages.  
Whe I attempt to I get the Outlook error message "550 - Address rejected".  
My DSL provider can not support Outlook 2003, but confirmed my pop and smtp
servers are set up correctly.  Does anyone else know why this is happening?

I am having the same exact problem and Verizon DSL refuses to admit it is
their problem. They have sent me all over, to Microsoft and then to HP. I
still have not resolved this problem. I really think it is a problem with the
DSL service not authenticating properly.
