I recently got a new computer and Office 2003.  I used to use Outlook express
for my email and now I use Outlook 2003.  What happened to the emoticons that
could be inserted in the email.

If you want something like that use Incredimail for Office - Outlook Add-On.
It works great because you can use different stationery, emotions,
animations and sounds.
