My Tools Drop down box does not show up in Outlook 2003

How can i get my Tools drop down box in Outlook 2003 to show up? I don't even
know why it doesnt even show up as a default. I need to add another e-mail
account and change some settings on a current account. Please Help Me!

you can change accounts in control panel, mail.

To restore missing menus, find and rename outcmd.dat. Outlook stores it  as
a hidden files in C:\Documents and Settings\username\Application
Data\Microsoft\Outlook. You can easily access it by pasting
%USERPROFILE%\Application Data\Microsoft\Outlook in the Address bar of your
browser or Windows Explorer.
