I can't access the "email accounts" option

I have just had to wipe out my computer and re-install ms office small
business edition 2003 and now I can't set up outlook. When I hit "email
accounts" I get an error that reads: "The operation failed due to a registry
or installation problem. Restart outlook and try again. If the problem
persists, please reinstall."

I did reinstall and am still not able to access the email account window to
set up my email.

Help?!?!

are you opening outlook to set them up or using control panel, mail?

I am opening outlook, which will open but not allow me to access the "email
accounts" under "tools." If I go into "options" it won't even do anything
when I click on "email accounts"

I've also tried using the control panel, mail, and nothing happens when I
click on email accounts.
