I'm subscribed to Outlook Express, and NOT TO "OUTLOOK", But here in
"OUTLOOK" you can download a program, which is a "reminder",  that will pop
up with a 'clink", at a time it was set earlier (Calendar, or Task
schedule). Do I have to install the "OUTLOOK SERVER" to get this devise in
to my Outlook Express ?, and if yes, how due it step/step

Outlook Express has no real relation to Outlook and Outlook Express does not
support calendars, tasks or reminders of any kinds. You don't download
something to get reminders working in Outlook, it's built-in. And nothing
will provide them in Outlook Express. You would have to stop using Outlook
Express and start using Outlook instead to get reminders.
