Outlook locks up when dialog box stating "Configuring Outlook" after reinstall

Outlook will stall and consume 99% CPU time when trying
to start. When I open up Outlook a dialog box comes up
saying "Configuring Outlook" and then a second box comes
up saying "Migrating Account setup" (and other tasks
below that function) If I close out Outlook.exe (via task
manager)and then restart it in "Safe Mode" all the data
is there and no functions are disabled.  Any assistance
would be appreciated
