No email program choice in Outlook Express Internet Options window

I cannot send emails from other programs or websites.  I get an error saying
that no email program is chosen to send emails.  When I go into Outlook
Express, Options, Internet Options, Programs, it does not give me any choices
for Email program.  How do I get Outlook Express back as an option?  If I
need to reload some part of the software, please give me instructions.  I am
running Windows 2000 and Outlook Express 6.0.  Thanks in advance!

What is listed in Internet Explorer's Tools, Options, Programs?

See if http://www.insideoe.com has the information you need to set OE as the
default if it's not listed in IE.

It is also blank -- no choices.  I'll check out that website later.  Thanks.
