Please > help > me. You can try "http://membercenter.msn.com/" and there will be a link to install outlook 2003, assuming that is the version we are speaking of. Is the DLL in your Recycle Bin / Trash Can? If you deleted it, it should be in your Recycle Bin. Restore it from there. If you emptied your Recycle Bin, get an undelete program like http://www.officerecovery.com/freeundelete/ .
