In a pop3 enviroment is there a way for 3 installtions of
Outlook on 3 different computers to share one (1) PST file?

No. A PST files can't be used by more than one person at a time. See http://www.slipstick.com/outlook/share.htm#other for possible solutions.

you can share the pst file, but only 1 person at a time
can be in it. hope ms makes a true sharing file after a
while.. to have a realtime share pst file on a file
server, of course not using it as your primary.
