Folders permission bug?

We use outlook 2000/2002 & exchange 2000 SP3.
Just discovered that new folders created directly under
Outlook Today - [Mailbox-username]inherit whatever the
permissions set on the Mailbox.  As such, all new folders
are readable by users given the reviewer permission on
the mailbox.  Existing folders do not inherit, as it
should be.  Is this a bug? and any way out?

It's by design. Best policy in a shared environment where you have Reviewer access set for the mailbox root is not to create new top-level folders. Instead, create subfolders under some top-level folder that's set for no access.

new folders inherit the permissions of the parent folder. Users either need
to change the permissions on the folder or create them in a subfolder (i.e.,
under Inbox) and move them to the top level.
