Outlook/Exchange Public Folder Items

I have public folders (tasks) in an Exchange 2000/Outlook
2002 environment. I set up users to the folder with
identical permissions (all owners). First problem,
the "Permissions" tab does not show in one of the users
when the folder properties is opened. Second problem is,
not all details (line items in the folder) show to all
users. Total items differ from one user to the other. I
checked all the permissions and nothing seems to be
amiss. Private field is grayed-out in all of them. What
should I look for?

Some hint found in second problem, one user is not
getting the latest changes to the folder items including
new items, seems like it is frozen in time and it
actually was upgraded to Office 2003, hence it uses
Outlook 2003.
