Incoming default IPM.Note

Is there any way to make exchange 2003 store incoming mail items in a public
folder as IPM.Note?
I have not found a way to change the default from IPM.Post to IPM.Note.

There's a hot fix that fixes that problem.

You could also use an event sink on that folder to convert the message class
of items as they are added to that folder.
