Delegate access to a shared folder in "Outlook Today"

I am aware of the process to set up delegates and give
permissions to allow other users (a specific group of
users) access to a new folder I created in "Outlook Today".
When I try to give them access to the new folder I have
created, the folder does not even come up as an option.
Only lists options to share (general) inbox, calendar,
etc. I need this folder to be shared as I have invoked a
rule to send all emails from a particular source to this
folder (these emails are of interest to all specified
users). I only want the other users to be able to access
emails from this particular source.
Cannot provide access in personal folders to my
knowledge,so have not tried there.
Creating the folder in public folders is not an option as
these are accessible to all of SA State Govt users.
Any suggestions welcome. Thanks.

To access a shared folder that isn't one of the folders listed on the File |
Open | Other User's Folder dialog, the mailbox owner needs to grant Reviewer
permission to the root of the mailbox, as well as appropriate permission on
the folder.

The user who needs access then goes into Tools | E-mail Accounts or Tools |
Services (depending on the Outlook version), brings up the properties for
the Exchange Server service, and on the Advanced tab, adds the mailbox.
