email not sent immediately in WinXP SP1

I am expiriencing the same exact issue but with WinXP Pro
SP1, this issue was happening way before XP SP2, its just
that SP2 is new and everyone is noticing every little
change. I have three XP users and they all have the same
problem.

That is possible. This issue is not limited to SP2 but linked to (tightly
configured) firewalls. Make sure that outlook.exe isn't blocked in any way
by the firewall on the clients and that UDP communication is allowed to and
from the Exchange server.
