Attachment in body vs attach. line below subject

In replying to some messages the attachment is placed in
the body of the message where the cursor is and in others
it listed in a separate line below the subject line in the
header.  How do I change this to always have it in the
attachment line?

The deciding factor is the message format. Rich-text messages put the
attachment inline, but are not compatible with non-Outlook recipients. HTML
and plain text messages are not inline.
