Automatic formatting rules are part of the custom view definitions, which
are stored as hidden items in the mailbox. They are not related to Rules
Wizard rules in any way.
My guess is that you have run up against an undocumented but hard limit on
the size of a view definition item, similar to the size limits on rules and
distribution lists. Simplifying your automatic formatting rules may make it
possible to create a few more, but I suspect that it's not possible to
create a view definition item larger than 32k. If you have a copy of Outlook
Spy or mdbvu32.exe, we can walk through the process of locating the view
definition and checking its PR_MESSAGE_SIZE property to confirm that.
