I've got no experience with ACT so I cannot begin to help
with the problem directly. However, I have had good
success with importing/exporting from Outlook using an
Excel Database as the intermediary. You might want to
try this, if ACT will export to Excel. -Skip

I am trying to do exactly the same thing, import contact
data from ACT 6.0 to Outlook 2003. The MS Office On-Line
help sez I must have ACT 5.0 or earlier and I upgraded from
there some time ago. Have you had any luck with finding a
method ??
