I'm assuming you mean using www.netscape.com as your email service
provider. I took a quick look at their web site and don't see anything
about how they allow you use Outlook. It's a web based email service,
far as I can tell, and don't provide you direct access to their SMTP
server to send mail or their POP and/or IMAP server to get mail.
Outlook is intended for mail services where you get this direct access.
Perhaps you can look further on Netscape's web site to find out if
indeed there is documentation which gives you the details (server names)
to configured Outlook.

To add to this, while Outlook supports HTTP mail, it only works with
services that use WebDAV, which Netscape (and most others) do not - at this
time it only works with Hotmail/MSN.
