I have gotten more than 500 emails since Friday from a
spammer I'd like to block; can that be done in Outlook
2000?

Were these all from the same address? If not blocking won't help you here.
Use a anti-spam tool like MailWasher

If there is a common thread from the e-mail, and that is the only spam you
are getting, you could set up a rule where, for example, anything from the
sender's e-mail address will be moved to a certain folder.

Otherwise, like in the other post, you can use something like MailWasher. My
preference is to use one of the anti-spam programs that integrate with
Outlook. Then I don't have to always keep remembering to check it before
sending or receiving mail. Right now I've been using SpamBayes on quite a
few customers computers and it seems to work quite well for them. And it's
free.
