I want to create a utility for copying contacts from Outlook to my
mobile phone. Where should I begin? Would the phone manufacturer have
an SDK for the phone?

A lot depends on your phone model - so start on the developers sites for the
phone and also in Usenet groups for the phone (use Google). also try DevX.
