Ask in an Outlook Express or Trend Anti-Spam newsgroup. The first is
news://msnews.microsoft.com/microsoft.lublic.outlookexpress.general . I
have no idea where to find the second.

I thought since this utility is also available as an Outlook plugin
that someone here may have had smililar issues.

Not necessarily. The interfaces into Outlook and Outlook Express are
sufficiently different that a plug-in for one may not operate anything like
a plug-in for the other.

I received an email from Trend Micro Support it appears to be a known
issue:
This is a known issue of TMAS v3.52 which is listed in Readme file as
item 7.17.
The 3rd party module inside TMAS would influence the function
of sound notification.
Please see the description below.
7.17 Notification features may not work successfully with Trend Micro
Anti-Spam installed.
