I am trying to sync multiple contact folders from Outlook 2003 to my Pocket
PC using ActiveSync version 4.1.0 without moving all of the contacts into one
folder. How is this accomplished?

It's not. ActiveSync will work only with the default Contacts folder.
You'll need thiry-party software on your PDA to sync with non-default
folders.

You can download the PCS Addin for OL2002/2003 from the Microsoft web site.

and that should help you sync the subfolders under Outlook.
