Speaking Email notification

I am looking for a program (preferably free) that will work with outlook 2003
that when a new email is recieved a character pops up and announces (with
voice) that a new mail has arrived.  Nasty I know but this really isnt for me!

Not nasty at all.  Simply record your voice with any of the free recording
programs available on the Internet and, in Control Panel's "Sounds and Audio
Devices" applet, specify that WAV file as the "New Mail Notification" sound.
At one time, Windows contained a Voice Recorder program, but I can't seem to
find it in XP.
