Help!  I have followed all the instructions from
Microsoft but I continue to get this message and am now
not getting any email.  I have also checked with
Bellsouth and they haven't been able to help.

You may try reading on the following articles and see if
one fits:

OL: Error 0x800ccc0d or 0x800ccc0f When Receiving and Sending E-Mail
http://support.microsoft.com/default.aspx?scid=kb;en-us;813514&Product=ol2002

OL: "Server Has Unexpectedly Terminated the Connection"
Error Message If You Start Outlook or Outlook Express:
http://support.microsoft.com/default.aspx?scid=kb;en-us;318660

OL2002: "Error 0x800ccc0f: Connection to the Server Was
Interrupted" Error Message When You Try to Send or
Receive an E-Mail Message:
http://support.microsoft.com/default.aspx?scid=kb;en-us;329916

Another possible thing to look at is if there is a LinkSys router.
I am quoting from another post regarding the same error message:

"I took your mention of the LinkSys router and
checked mine -I enabled MTU at 1492 and disabled "Block
WAN request" and my problem has vanished."

Yet another possible:

You may need to use the ISP's SMTP server to
send messages.

Example: I use COX to connect to the internet
but I use EARTHLINK for my email.

My settings for Earthlink mail server are:
   INCOMING POP:     mail.earthlink.net
   OUTGOING SMTP:  smtp.cox.net

Notice how I use earthlink to get my email in
but I use cox to send my email out.
