Out of Office reply in Outlook if I am ...

It has been 3 years since I have used Outlook.  Is it possible for me, as a
solo user, to use the Out of Office Reply in the most current version of
Outlook.  I recall that in Outlook 2000, I had to be connected to a network
for the Out of Office Reply to be activated and auto-reply to my emails.  

Where is the best place to purchase Outlook?

Only if you're connected to an Exchange server.  Otherwise you have to
emulate it with rules.

Whatever place sells it the cheapest!
