Unable to setup Accounts in Outlook 2000

I'm attempting to setup Outlook 2000 on an older 800Mhz laptop.  Uniquely,
I'm able to create an email but I can't create an Account via Tools>Accounts
or Tools>Options>Mail Delivery>Accounts button.
Each time I select Accounts absolutely nothing happens!  The Accounts button
recognizes the selection but there's no follow-through.  By selecting
Tools>Accounts the laptop doesn't respond at all.  I can still navigate
within Outlook and do anything in Win2K but I can't do the "create Account"
thing.
Any ideas of what to do?  I'm more than baffled!!  I have Win2K with all the
updates from Microsoft but the Outlook is version 9.0.0.27
Parenthetically, can I take off Outlook and the rest of Office and install
Office 2003 in place?

What happens if you try adding the account under Control Panel->Mail Icon?

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.

Thanks for the suggestion.  I tried your idea and I didn't get any further.  
Upon clicking on the Mail icon in the Control Panel it appears that the hard
drive acknowledges the request VERY momentarily but nothing happens.  Just
like before.  
Any other ideas?
